杜小东，男，中共党员，祖籍四川。现任重庆一带一路经济技术合作中心理事长兼主任，一带一路门户网创始人，重庆“一带一路”会讲团名誉团长，重庆市慈善总会“一带一路”互联互通慈善基金管理委员会主任，重庆师范大学涉外商贸学院客座教授，重庆文化和旅游发展研究会副会长，中国国际贸易促进会国际商事调解员，中国国际商会国际商事调解员。

杜小东先生曾担任广东省信用担保协会、广东省经济和信息化委员会，广东省中小企业局主任科员，中国担保协会执行秘书长，中国投资担保专家委员会委员，中国金融办工作协会秘书长、国家金融人才国际发展课题领导小组秘书处办公室主任。
